Larry Bassett, a pacifist who lives in downtown Lynchburg, Bassett said he refuses to pay $128,000 in federal taxes owed by resent deadline, citing Henry David Thoreau, the 19th century philosopher who wrote the pamphlet “Civil Disobedience.”
