overview
The war on terror exploded, literally, the day Sarajevo was destroyed by a homemade nuclear device. The leading democracies transformed into total surveillance states, and the developing world has drowned under a wave of genocides. The mysterious American John Paul seems to be behind the collapse of the world system, and it's up to intelligence agent Clavis Shepherd to track John Paul across the wreckage of civilizations and to find the true heart of darkness—a genocidal organ.

Keikaku Itou is great at writing philosophy and politics and other academic things (better than any other manga/anime writer I've come across) but the actual fiction extension is always a little awkward and disappointing. maybe i get too critical when in the philosophy thinking mode but the ideas always seem a little shallow which is incredibly unfortunate. The villian's motivation is like so close to making sense I feel like if things were refined more and made slightly more believable it would all click. Williams is interesting because he gives voice to the position of global north countries and I can at least sympathize with the awkward putting that explicitly into a character's words because ideologically its necessary to obfuscate the position in order to be appear viable in the real world, and stating it coherently sorta ruins it, but also I suppose story-wise its what delivers the message bluntly. also bro WHAT the ending????? i dont even know what to make of it but like i think in a good way?? absolutely wild. regardless of content, a project that makes me think :)
